No, the need for a special license for a limo or a bus is based on the fact that you are driving someone ele's vehicle as an employee, or driving a public livery vehicle. The only reason for a special licinse is that it is a commercial enterprise, which the government uses as an excuse to get more involved. As for forklifts, the reason for a different certification (not license) is that their operation is regulated by a different agency, OSHA, of the federal government, as opposed to the state DMV. Boats do not require an operator's license, unless you are again operating a boat for hire as a business, in which case the captain, but not necessarily the person at the wheel, must be licensed.
